Knowledge Management Maturity at the Rectory of the Federal Institute of Amapá: An Analysis Based on the OKA Method

Abstract

Knowledge Management (KM) has become one of the strategic pillars for innovation, institutional efficiency, and organizational sustainability, especially in the public sector. This article aims to assess the maturity level of KM at the Rectory of the Federal Institute of Amapá (IFAP) using the Organizational Knowledge Assessment (OKA) method, developed by the World Bank. The research, of an applied, descriptive, and quantitative nature, involved rectory staff members and analyzed 14 dimensions distributed across three axes: People, Processes, and Systems. The results show that the People Axis achieved the best performance (1.07), demonstrating potential for competence development and organizational learning; the Processes Axis obtained an average of 0.86, indicating weaknesses in process standardization and monitoring; and the Systems Axis, with 0.85, emerged as the main challenge due to limitations in technological infrastructure and content management. The study concludes that, although some advances have been made, the rectory needs to institutionalize structured KM policies, integrate information flows, and invest in technology and strategic leadership to improve its maturity level. This research contributes to the body of knowledge on KM in the public sector by providing detailed diagnostics and practical recommendations to enhance institutional efficiency and foster innovation.
