PAPER PARKS: DETERRITORIALIZATION AND SOCIO-ENVIRONMENTAL CONFLICTS IN THE SERRA DO LENHEIRO ECOLOGICAL MUNICIPAL PARK (SÃO JOÃO DEL-REI / MG)

Since 1937, creating protected areas has become a central environmental conservation strategy in Brazil, initially inspired by the Yellowstone model—resulting in an extensive network of Conservation Units. Within this landscape sits the Serra do Lenheiro Municipal Ecological Park in São João del-Rei, Minas Gerais. The park holds significant natural and cultural relevance, but remains vulnerable due to the lack of effective planning and management, as it is considered a “paper park.” This study employed a qualitative approach to understand the meanings attributed by subjects to their relationships with nature. To that end, we conducted a literature review, document analysis, fieldwork, participant observation, and semi-structured interviews. Among other findings, the conclusion is that consolidating the Serra do Lenheiro Park requires a participatory management plan, institutional strengthening, and the appreciation of community knowledge. We understand that the community’s relationship with the Serra do Lenheiro reveals strong historical and symbolic ties, but also management, security, and participation challenges that keep the park distant from local reality.
