Challenging efficient public sector budget management

Resumo

Budget management in the public sector aims for efficient allocation of resources, which budgetary slacks can compromise. This survey used PLS-SEM to analyze the antecedents of the phenomenon. The results revealed that budget emphasis has a positive effect on slack creation. In contrast, budget participation had no significant influence. Furthermore, the moderating effects of organizational commitment and information asymmetry were not confirmed. Structural factors such as normative rigidity, centralized decision-making, and low participatory effectiveness in the Brazilian budgetary context may have pivotal roles in the results.
