Goal 10 of the National Education Plan – PNE 2014-2024 proposes the expanding of the offer of EJA integrated to Professional Education in the Elementary and High School stages. For this to be achieved, 11 strategies are presented that deal with expansion, curriculum, infrastructure, access for people with disabilities and conditions of permanence. A first analysis points out the insufficiency of this offer, as it is understood as a program under the light of an empty and superficial conception of access to knowledge. The difficult task to achieve the goal is aggravated by EJA's New Curriculum Guidelines, in line with the Common National Curriculum Base (BNCC), with curricular changes that impoverish and mischaracterize the curriculum, imposing obstacles to workers' schooling. This research was based on the dialectical method, considering the historical movement and the concrete dimensions of the policies that involve the object of study, supported by contemporary authors. It used information from the National Institute of Educational Studies and Research Anísio Teixeira (INEP) and the Brazilian Institute of Geography and Statistics (IBGE) as a data source.
